What is Construction Management?

Construction Management is a professional service providing the oversight and coordination of all aspects of a construction project from inception to completion. This service involves planning, scheduling, budgeting, supervising, and controlling the various elements of a construction project to ensure that it is completed safely, on time, within budget, and to the standard of quality expected.

Your construction management team plays a central role in the construction process. They work closely with clients, architects, engineers, subcontractors, and suppliers to ensure that all aspects of the project are properly managed and executed.

Do I need a CM for my project?

In New York State, certain projects require the involvement of a construction management firm, particularly for projects involving public agencies or funded by government entities. If your project is governed by Wick’s Law, your project requires a Construction Manager.

What is WICKs Law?

Wick’s Law, officially known as the “Public Works Law” or “Article 8,” regulates public construction projects in New York State. It requires that multiple separate contracts be awarded for different aspects of public construction projects, such as plumbing, electrical work, and general construction.

The Palombo Group has completed more than $1 billion in construction management contracts in New York State. Our company is well-versed in Wick’s Law and ensures compliance with Article 8 by navigating the public bid process with the utmost care and attention.

What is the difference between a Construction Management company and a General Construction company?

The main distinction between the two is that General Contractors focus on executing the physical construction work, while Construction Managers are responsible for project management tasks such as scheduling, budgeting, quality control, and risk management.

A General Contractor (GC) typically manages subcontractors, procures materials, and ensures that a project is built to the standards and schedule set by the Client or Construction Manager.

Construction Managers (CMs) work closely with the client, architects, engineers, and contractors to ensure that project objectives are achieved and that any challenges or issues are addressed promptly.

Whereas a General Contractor is typically involved in active construction only, a Construction Manager gets involved in the early stages of a project, assisting with feasibility studies, budgeting, and holding bids to determine the project team. The CM continues their work throughout all phases of the project to ensure it stays on schedule, within budget, and meets quality standards.

What are Owners Representation Services?

Owners Representation Services in capital construction involves advocating for the client’s interests throughout the project lifecycle. This includes overseeing the project on behalf of the owner, ensuring that their objectives are met, and providing oversight, coordination, and communication with all stakeholders involved.

Owners Representatives often assist with selecting and hiring the design and construction teams, reviewing contracts, managing budgets and schedules, and ensuring compliance with regulations and standards.

They act as the primary liaison between the client and the various parties involved in the project, working to ensure that the project is completed successfully and meets the owner’s expectations.

How do Owners Representation Services differ from Construction Management Services?

While there can be some overlap in the responsibilities of these two roles, Owners Representatives and Construction Managers serve distinct purposes in seeing that construction projects are successfully executed.

Owners Representatives primarily focus on advocating for the client’s interests throughout the project on a broad scale. This involves attending project meetings in lieu of, or in tandem with, the Owner, to ensure their objectives are met while minimizing risks and maximizing value. An Owners Representative’s work includes providing project oversight, coordination, and communication with all stakeholders involved to ensure the Owner’s vision is realized.

On the other hand, Construction Managers focus on more technical aspects of construction by handling the logistical daily operations of the building site. This includes scheduling, budgeting, quality control, and safety. They work closely with the design team, contractors, and subcontractors to ensure that the project is built according to the project plans and specifications and meets quality standards.

In the simplest terms, the Owners Representative takes the place of an in internal member of the Owner’s team in project oversight, while maintaining full transparency into the project operations, allowing the Owner can focus on their daily tasks without interruption of capital project meetings and issue resolution. Alternatively, the CM team is more involved in supervising the daily operations of the construction site and acting as a conduit between the Prime Contractors and the Owner’s dedicated project member.
