Our Team

The Palombo Group employs an outstanding team of professionals who are well-versed in all aspects of Construction and Project Management. Each member of the Project Team offers their own specialized skill sets, experiences, and perspectives, and all play a crucial role in ensuring the successful completion of our Projects.

Whether an Executive, Project Manager, Superintendent or Administrator, each individual is responsible for a particular set of duties that ensure your project runs smoothly within the parameters of budget and schedule.

Co-Founder, President / CEO / Project Executive – The Palombo Group

Luis Rodriguez

Luis Rodriguez is a seasoned professional in the field of public works construction management, with a passion for driving excellence in every project he undertakes. Armed with a degree in Power Engineering from Rensselaer Polytechnic Institute (RPI) and working with some of New York’s most reputable construction management firms, Luis embarked on a journey to redefine standards in the construction industry.

In 2000, Luis co-founded The Palombo Group, a dynamic construction management firm, with a focus on K-12/ BOCES, committed to delivering innovative solutions and exceeding client expectations. With a keen eye for detail and a relentless pursuit of quality, Luis plays a pivotal role in guiding the company towards success.

Building for the educational market requires a special sensitivity, not only to the “owner” but to the children and teachers who will use the facilities we build to broaden their horizons and further their learning potential. One of Luis’s prime objectives at The Palombo Group is to show clients how their vision becomes a reality, thereby creating a safe and inspiring environment conducive for learning. He recognizes that creating a learning environment starts with an intense collaboration of all interested parties. Luis firmly believes that “our children will be impacted by what we do now” and works to reinforce that focus throughout the course of every project The Palombo Group undertakes. More than anything, working towards a better future for our youth is a constant and driving force within his organization.

Luis regularly rises to the challenge of creating sustainable infrastructures that stand the test of time and inspire its end-users. His dedication to excellence in K-12/ BOCES construction serves as a driving force, shaping the company’s philosophy and strengthening its growth trajectory.

Outside of work, Luis enjoys spending time with his family and exploring new avenues for personal and professional development.

Co-founder, Vice President / Project Executive – The Palombo Group

Robert W. Palombo

Robert W. Palombo is the Vice President and Co-founder of the Palombo Group Inc. He is a expert Builder with more than 35 years’ experience in the construction industry.

Mr. Palombo grew up in the Hudson Valley and graduated from Millbrook High School. Following his school years, in 1976 Robert joined the U.S. Marine Corps. where he climbed the ranks and was named Sergeant by 1979. The structure and diligence Robert learned throughout his tenure in the armed forces were values he’d carry with him throughout his career.

Upon his return home to Dutchess County, NY, Mr. Palombo started his own construction company, specializing in concrete and tile work. Clients quickly began to entrust the overall budgeting, scheduling, and quality control of their residential projects to Mr. Palombo, leading him to grow his business into a full-service General Contracting company.

Robert loved the creativity of design-build work, and for many years it was what he did best. He took great pride in building and renovating for substantial residential and small commercial projects. Mr. Palombo inspired his clients to see the possibilities in each of their projects and enjoyed helping them plan for longevity – envisioning spaces not just for their immediate end-use, but for their long-term potential. Mr. Palombo diligently worked in this manner for more than 20 years, mastering his trade and enjoying the challenges and rewards of making his designs come to life.

Following the 20+ years running his General Construction business and honing his craft, in the year 2000 Mr. Palombo teamed up with Mr. Luis Rodriguez (President and Co-founder) to form what is now the Palombo Group Inc.

Throughout the years, Millbrook Central School District – Mr. Palombo’s alma mater – has turned to the Palombo Group for the management of the district’s large capital projects. The Palombo Group has successfully completed projects with Millbrook Central School District in 2004 and 2012, with another commencing in 2024.

Project Executives

In the role of Project Executive, one of the Company’s Owners – either Mr. Rodriguez or Mr. Palombo – is responsible for the management and supervision of each Palombo Construction Management project. The Project Executive begins their involvement from the initial pre-referendum stage before a project truly is a project. The Project Executive is available to guide Project Stakeholders through the referendum process, creating a vision alongside Owner and Architect and helping the community see the benefits of the proposed project. The Executive works with Voters/ Taxpayers and addresses their needs and concerns to reach a successful vote. The Project Executive continues to stay involved throughout all phases of construction to closeout, but this special connection made at the inception of the project sets the tone for the lifespan of the project. The Project Executive wants its clients to know that by putting their trust in The Palombo Group, they are in safe and capable hands.

Cost Estimators

Cost Estimating is a huge part of starting a project off right. The Cost Estimator ensures that all materials are procured from qualified vendors at the best price and delivered on time. The Estimator will ensure the specifications of the job are within the project budget and process take-offs where modifications are needed.

A Cost Estimators duties include, but are not limited to:
• Understanding all general contract documents as to how they may affect cost.
• Assessing the entire job to fall within the boundaries of the estimate.
• To assist in the development of the Job Progress Schedule and develop the purchasing
schedule.

Project Managers

Once your project has successfully passed the Bond Referendum stage, a Project Manager (PM) will be appointed to head-up your Project Team. The PM will begin working with you prior to the Active Construction phase and will continue to be your trusted expert all the way through closeout.

The PM works directly with the Project Executive, closely supervises the remainder of the project team, and becomes the main point of contact for the Project Owner. PMs manage Project Planning and Constructability, Milestone Scheduling, Quality Assurance, and much more. Project Managers take a holistic view of the project, to ensure it is delivered on schedule, within budget, and to the owner’s satisfaction.

Project Superintendents

The Project Superintendent is the onsite construction supervisor responsible for the daily scheduling and oversight of contractors, organization of trades, and quality assurance on the project.

Our Project Superintendents must be familiar with all trades and have knowledge in every aspect of building to ensure the quality and integrity of the project is maintained each and every day. Aside from the valuable building knowledge our Superintendents have, they are responsible for driving the project schedule to ensure timely completion of milestone goals. Another instrumental part of a Superintendent’s role is consistent, open communication with the Project Team, Owners, and Contractors, ensuring everyone with a stake in the project is well-informed.

There are a multitude of important tasks the Project Superintendent performs that contribute to the overall success of The Palombo Group’s projects. The direct supervision and first-hand building knowledge that our Project Superintendent have is at the heart of our day-to-day operations.

OUR TEAM

Project Administrators

Project Administrators (PA) round out the Construction Management Team, operating under the direction of Project Executives and Project Managers and working very closely with their Project Superintendents.

PAs facilitate the flow and progression of multiple capital construction projects by maintaining project documentation including contracts, insurance, and compliance documents. PAs administer project meetings and keeping accurate records of changes in schedule and financials. Project Administrators serve as our in-house experts in construction technology, managing the Construction Management software, and providing training and guidance to project stakeholders.

In managing these tasks, the Project Administrator ensures the construction project runs efficiently toward schedule milestones, and supports the overall Project Team in delivering the project successfully.

Office Personnel

The Palombo Group’s support staff manages the everyday office operations and accounts, assists with proposals for work, marketing initiatives, and provides support to field operations from top to bottom.
