4 Spackenkill

I have had the privilege of working with The Palombo Group since September 2004 in both a large and small school district setting. In September 2004, the Wappingers Central School District retained the services of The Palombo Group in order to assist in the development of the district’s Master Plan. President Luis Rodriguez became involved with the two capital projects that prior to his engagement, were stalled due to initial bids received being over budget. Luis, working in conjunction with the district’s Architect and Director of Facilities, utilized value engineering to reduce overall costs in order to award bids for these projects. As a result of
Luis’ planning and oversight, and given an aggressive timeline, a new addition to a high school cafeteria and a new roof for a large elementary school were completed over the summer of 2005. Both projects were completed on time and within budgetary appropriations.

In November 2010, I joined the Spackenkill Union Free School District. The Palombo Group had been hired as the construction manager for a $10 million project at the high school. The project included a four classroom addition, a new black box theater and science lab renovations. The project was completed on time and within budget. The Palombo Group also served as project manager for Spackenkill to complete a $3 million Energy Performance Contract that included lighting and HV AC upgrades to all four of our school buildings.

In 2017 the Palombo Group was once again hired as the construction manager for Spackenkill’s latest $24 million project. The project consisted of an artificial turf field and stadium, roofs at all four of our school buildings, and miscellaneous alterations throughout all of our buildings including upgrades to our mechanical HVAC system. This project was brought in significantly under budget. Luis attended all planning meetings and provided the district with many options for the district’s consideration. His expertise in handling a project from pre-referendum and its initial stages through the design and construction stage has been evident throughout the process.

His knowledge of the construction documents, industry standards and the local market allow him to advocate for the district when challenged by prime contractors. I believe these attributes have served to minimize change orders and control costs.
